Leeds were resigned to losing Phillips in the early stages of this transfer window.
Phillips was keen on joining City as a switch which would secure him Champions League football next season and help cement his place in England’s squad for the World Cup in Qatar.
Pep Guardiola had set his sights on securing a new central midfielder, with Phillips top of a list of replacements for departing captain Fernandinho.

Phillips has been identified as possessing the perfect profile for the squad.
Premier League champions stepped up their interest in him after completing the signing of striker Erling Haaland from Borussia Dortmund last week.
Meanwhile, Leeds hope to sign Manchester City’s 18-year-old midfielder Darko Gyabi in a £5m deal.
That transfer is understood to be separate to the Phillips deal.
