Armstrong backed up a 17-goal haul in the 2019/20 season with a return of 29 goals last season, finishing second in the Championship’s goalscoring charts to Brentford striker Ivan Toney.
Blackburn would prefer a a cash sale as he joined Blackburn from Newcastle for just £1.7m in 2018.
Newcastle inserted a 40 per cent sell-on clause into the sale.
The 24-year-old has just one year left on his Blackburn deal, and Southampton may make move after Danny Ings joined Aston Villa for £25m.
